The siting of a long-term regional landfill has been a priority of CSWD since 1989. A local, publicly-owned, long-term disposal option is an essential component of the District's solid waste management system in Chittenden County. It will provide CSWD members with a cost-effective disposal option and the environmental controls necessary to ensure that the site does not become a liability to future generations.

CSWD identified the site for its proposed regional landfill on Redmond Road in Williston as a result of a siting process that utilized extensive public participation. Subsequently, a Host Town Agreement was signed with the Town of Williston and adjacent landowners were compensated. Click here for a copy of the Landfill Siting Criteria.

In June 1992, after numerous attempts to negotiate a purchase of the selected site from Hinesburg Sand and Gravel, Inc., CSWD formally initiated eminent domain (i.e., condemnation) procedures to acquire the site, exclusive of the sand resources Hinesburg Sand and Gravel, Inc. desires to retain. CSWD won the necessity phase of the condemnation proceedings. The trial to determine the amount of compensation to be paid by CSWD for the land acquisition occurred in December 2003. As of March 2005, the original jury verdict of $8.8 million was reduced by the court to $4 million. CSWD acquired the site on February 12, 2009..

Design & Permitting of the Landfill
In January 2005, a report on the capacity and cost of the landfill was completed by EMCON/OWT, a private engnieering firm specializing in landfill design. The report evaluated the applicability, effectiveness, and economics of utilizing several landfill technologies including recirculation of landfill leachate to enhance decomposition of the landfilled waste. The report then went on to develop an economic model to simulate landfill costs and project future tipping fees.

Also in January 2005, a separate report was completed by R.W. Beck identifying and evaluating several methodologies which might be used to acquire adequate quantities of trash to support a regional landfill.

In February 2005, CSWD issued a Request for Proposals from qualified consultants for the design and permitting of the regional landfill. Proposals were due March 10, 2005. Eight proposals were submitted. Shaw/EMCON was selected by the CSWD Board of Commissioners, and has begun work.

Bedrock Well Testing Update
The Chittenden Solid Waste District contracted with a local environmental consulting firm to conduct a groundwater monitoring study in the summer of 2009 to determine the likelihood of contaminants from proposed and existing landfills at our Williston facilities penetrating the bedrock aquifer and entering nearby drinking water wells. Results of this study indicate that there is little likelihood of that occurring due to existing landfill leachate management programs; a naturally occurring, highly impervious geologic barrier of silts and clays between the landfill bases and the bedrock aquifer; and the determination that the direction of groundwater flow in the bedrock aquifer is to the north and away from the nearby wells.

CSWD's decision to have this study conducted arose when homeowners on Ledgewood Drive in Williston approached CSWD to request that their drinking water be tested due to concerns about possible contamination from the old landfills on Redmond Road, which are located about two-thirds of a mile north of the nearest homeowner wells. Note that these landfills have been properly capped and closed since 1995, and the water quality around them is intensively monitored under the requirements of their post-closure plan.

Prior to running the study, CSWD met with its landfill design consultant (Shaw Environmental); Heindel & Noyes (H&N), a firm specializing in hydrogeology and environmental engineering; and two State of Vermont Agency of Natural Resources environmental engineers to evaluate the likelihood of contamination from the old landfills impacting any existing drinking water wells. Based on indications that the groundwater flows north from the closed landfills--away from nearby wells--the conclusion was that contamination would be highly unlikely.

To be certain that leachate was indeed not impacting existing drinking wells in the vicinity, CSWD instructed H&N to monitor a selection of wells that would yield a representative understanding of the area's water quality and groundwater movement.
