WHO WE ARE AND WHAT WE DO
Chittenden Solid Waste District's mission is to provide efficient, economical, and environmentally sound management of solid waste generated by residents and businesses within its member towns and cities.

Each member municipality appoints a representative and an alternate to serve on the Board of Commissioners. This Board meets monthly to set policy and make major decisions for CSWD. The agenda and minutes are available online. CSWD's annual reports, Solid Waste Management Ordinance, Charter, and Solid Waste Management Plan are all available online or by request.

Chittenden Solid Waste District is divided into five main departments: Administration, Finance, Facilities, Unregulated Hazardous Waste, and Waste Reduction. There are more than forty CSWD employees in a wide variety of full-time and part-time positions.

District funding comes from three main sources:

  • user fees collected at CSWD facilities;
  • a solid waste management fee of $17.61 collected on each ton of trash generated in CSWD;
  • revenue received from the recyclables sold and processed at the Materials Recovery Facility .

CSWD's general fund operating budget for fiscal year 2008 is approximately $7,557,133.

Historically, CSWD has been on the cutting edge of solid waste management in Vermont. CSWD was formed in March of 1987, and shortly thereafter the Vermont Legislature passed Act 78, Vermont's first solid waste law. Under the new law, other solid waste districts formed throughout the state, each designing regional solutions to solid waste disposal problems. With a population of 155,000 people, CSWD is the largest solid waste district in Vermont.

In April of 1993, recycling became mandatory for all residents, businesses, and institutions in CSWD. In 2007, recycling efforts kept over 50,000 tons of material from being wasted in a landfill.
